Job Summary:

Under general supervision, the Technical Training Instructor is responsible for the analysis, design, development, delivery, and evaluation of training for a discipline specific technical training program.  The individual will be assigned primary responsibility for one of the accredited programs, engineering, chemistry, radiation protection, electrical, mechanical, or instrument and controls, or a non-accredited program, fire training and safety, or general employee. As the steward for the assigned discipline, the instructor is accountable for program health in the role of ¿SAT Champion¿. In the performance improvement role, the instructor assists the line in developing both training and non-training solutions to current issues and trends. The instructor provides functional supervision of students in the training environment, and models line manager standards and expectations.

Primary Duties and Responsibilities:

  • Analyzes, designs, develops, implements and evaluates initial and continuing training and qualification programs.
  • In the performance improvement role, the instructor assists the line in developing both training and non-training solutions to current issues and trends. Ensures training is being used strategically to improve performance.
  • As the steward for the assigned discipline, the instructor is accountable for program health in the role of ¿SAT Champion¿.
    The instructor provides functional supervision of students in the training environment.
  • Models line manager standards and expectations. Reinforces the use of error prevention tools, safe worker practices, ALARA techniques, and the principles for a strong nuclear safety culture in all training.
  • Evaluates trainee performance in the classroom, on-the-job and in the laboratory settings.
  • A multi-disciplined trainer capable of providing training in a variety of specialties in a variety of settings.
  • Ensures that the accreditation objectives and criteria are satisfied for accredited training programs. Ensures that all regulatory requirements are met for all training programs.
  • Recommends improvements and modifications in organization, procedures, policies, standards, specifications, methods, processes, and equipment.
  • Implements the corrective action and self-assessment programs with a passion for continuous improvement.
  • Participates in industry training organizations, and employs benchmarking as a method to implement best practices in training.
  • Works closely with line customers to ensure alignment on performance issues, standards and expectations, initiatives and priorities. Owns line performance.
  • Coordinates training committees and ensures that meeting minutes are developed, action items are tracked, decisions are documented, training requests are dispositioned, involvement is monitored, agenda items are covered, and SAT processes followed..
    Support job functions in the outage and emergency response organizations as assigned.
  • Maintains a long range initial and continuing training plan based on a systematic analysis of staffing and performance needs.
    Employs adult and accelerated learning techniques to improve the effectiveness of training provided.
  • Develops training material including classroom lesson plans, job performance measures, laboratory guides, qualification cards, and dynamic learning activities using a SAT process.
  • Ensures the training programs are maintained current by incorporating INPO, industry, and station operating experience, NRC Circulars, Bulletins, and Information Notices, plant modifications, license amendments, procedure changes, and training effectiveness reports.
  • Maintains auditable training records and reports to document training program activities.
  • Evaluates vendor supplied training materials. Evaluates supplemental worker training records and vendor sponsored training programs.
  • Assess equivalency of training courses conducted at union halls, technical or trade schools, military schools, and non-nuclear industrial training institutions.
  • Maintains knowledge of plant operations, equipment, components, and disciplinary skills and techniques commensurate with the responsibility to conduct effective, high quality training.



Knowledgeable in the following:
1. Use of the Systematic Approach to Training (SAT) in conducting performance based training. This knowledge may be obtained as part of the instructor training program.
2. Industry standards and best practices regarding the analysis, design, development, implementation and evaluation of nuclear power training material. This includes regulatory requirements unique to a specific program. This knowledge may be obtained through the instructor training program.
3. Corrective action program implementation practices and policies.
4. Technical knowledge in the assigned discipline.
5. Knowledgeable in the use of personal computers and Microsoft Office Suite.  Experience with Vision and Training Server, or similar software, is desired.

1. Demonstrated ability to provide constructive critical feedback to customers on all aspects of the systematic approach to training.
2. Demonstrated ability to evaluate incumbent performance gaps and identify potential training solutions.  From the potential training solutions, design and implement training solution that contributes to improved performance.
3. Demonstrated ability to organize and perform work activities independently and to handle multiple assignments within specified time constraints.
4. Demonstrated ability to lead people and familiarity with leadership and managerial methods for effective personnel utilization including performance management, coaching and counseling.
5. Written and oral communication skills and the ability to influence others and clearly state expectations and desired outcomes.  Analytical and problem solving skills coupled with the ability to make and implement decisions.


Bachelors Degree in Science/Engineering or Education/Training and four years of related experience (or equivalent combination of formal education and experience). Two years of commercial nuclear experience preferred.

  • Ability to meet and maintain unescorted access requirements of a nuclear power plant.
  • Ability to work occasional off-hours and additional hours to support on-going plant operations and refueling outages. Must be available for on-call status.
  • Ability to serve on emergency response team.

May perform other duties as assigned.
